Harwood Drive Flood Protection
In an effort to minimize the amount of temporary measures needed to properties along Harwood Drive, the City of Fargo built an earth levee in the rear yards from 431 to 601 Harwood Drive. This levee was built to 44’ with approximately 1.5:1 side slopes. The outside toe of the levee was placed at the floodway line with the exception of two properties where the fill encroached into the floodway. The residents were told that the material could be used by them to incorporate into a rear yard levee after the flood using the Flood Protection Incentive Program. The estimate was that this material could achieve a 42’ levee with 4:1 side slopes.
There is not enough room between the floodway and the homes to build a permanent levee to 44’ with 4:1 side slopes. Permanent protection to certifiable levels would require a floodwall, earth levee with combination of block retaining wall. This wall would vary 20’ to 60’ from the rear of the homes.
On June 20, 2011 the City of Fargo presented options for flood protection. On June 22 a comment card was sent out to affected residents. Comments on flood protection options are currently being accepted until July 1, 2011.
